HSE OFFSHORE REPRESENTATIVE is required by our Client, to be assigned on a contract basis, located in Suriname.

STARTING DATE:   February 2027
DURATION:             Until December 2028 (Renewable)

 PRINCIPAL RESPONSIBILITIES

• Accountable for demonstrating exemplary behavior with regard to H3SEQ rules and requirements and for ensuring that H3SEQ requirements are duly implemented within her/his area of responsibility.
• Maintain awareness of and ensure compliance with all relevant Statutory and Company H3SEQ standards
• The Service Holder will have to contribute to H3SEQ permanent performance improvement and will have to participate actively in an ambitious H3SEQ culture deployment.
• Actively participate in Company safety awareness and initiative schemes.
• Adopt and to demonstrate an exemplary behaviour with regard to Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.
• Ensure promotion and implementation by the Construction team of the Company Ethics and “Code of Conduct” policy.
• Keep informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them for application to the Project.
• Liaise actively with Operation Safety Leader to be kept informed of changes related to HSSE matters impacting his area of responsibility.
• Develop, as required, HSSE specific instructions at Construction Yard.
• Participate in the review of Contractor and Subcontractor(s) Project Site HSSE documentation applicable in the perimeter of the Construction Yard (Project Site HSSE plan, HIRA…) and verify their implementation by Contractor and Subcontractor(s).
• Ensure promotion and implementation by Construction team of the Project HSSE plan and procedures.
• Verify that the Contractor and Subcontractor(s) enforce their contractual commitments, implement properly their HSSE plans, perform safely their activities as per Company specifications, design and codes.
  • Participate in KOM with Contractor/Subcontractors.
  • Perform routine and random HSSE inspections daily to monitor Contractor/Subcontractors HSSE performance at Construction Yard and ensure the follow up of corrective actions,
  • Report immediately to Company Site Representative any anomaly, violation & unsafe practice,
  • Interface with relevant Construction team and Contractor’s HSSE site authority on HSSE issues,
  • Attend and participate in daily meetings and Toolbox Talks,
  • Participate in the regular HSSE Committee meetings & Safety Tours,
  • Participate in HSSE specific audits or visits,
  • Provide regular HSSE inspection & activity reports,
  • Implement in close liaison with the Operation Safety Leader appropriate corrective actions,
  • Participate in the implementation of Safety Campaigns and Safety Initiatives,
  • Coordinate as much as necessary with the Operation Safety Leader so that at any moment the whole Company HSSE supervision is consistent.

• Ensure the follow-up of tracking of anomalies, incidents, accidents performed by the Contractor/Subcontractors and maintain required HSSE indicators (KPI’s) for the project activities,
• Provide HSSE advises to the Construction team,
• Participate in the analysis / solving of HSSE issues and problems encountered by Construction team,
• Implement HSSE methods for the supervision of the day-to-day activities,
• Enforce decisions/directions taken at Management level, as directed by Operation Safety Leader
• Liaise with the Operation Safety Leader with regards to HSSE areas of concern, problems encountered in the implementation of HSSE both by Construction team and Contractor/Subcontractors.
• Verify that proper accident and incident investigations are carried out (with root cause analysis when required) and recommendations are duly implemented,
• Ensure confidentiality of all the documentation issued under his area of responsibility.
• Promote onboard the vessel Company HSE culture and policies and follow up implementation of the relevant HSE rules and regulations,
• Onboard, the HSE Superintendent reports to the Company Offshore Representative, and follows his instructions
• Record Synergy cases and follow up implementation of actions with Project HSE lead
• Issue HSE part of DDR (statistics, highlights) and manage HSE statistics
• Prepare weekly report and consolidate monthly statistics, to be validated by Project HSE lead
• Propose and promote any HSE improvement in collaboration with Project HSE lead, HSE supervisor, Company Man RSES-D and SAIPEM Offshore Manager
• Validate HSE initiatives, programs and slides with the Company Offshore Representative

EXPERIENCE / QUALIFICATIONS

• Engineer/Offshore Supervisor with minimum 15 years’ experience in the oil and gas industry especially in SURF
• Knowledge of the Company CR, GS.
• Knowledge of Surinamese offshore regulations for marine, environment & NR.
• Deep knowledge of SIMOPS and HSE rules.
• Experience in a major EPCI Project
