Quantity Surveyor

Job Title: Quantity Surveyor

Reporting to: Business Unit General Manager, Major Projects South (MPS)

Role Purpose

The Quantity Surveyor will be a key member of Omexom’s Major Projects South Business Unit, reporting directly to the Business Unit General Manager and functionally to England’s Regional Commercial Manager.

This role involves working closely with Project Managers, Site Managers, and on-site teams to support the delivery of transmission, overhead line, and cable projects. The Quantity Surveyor will also liaise with other departments such as Planning, Finance, and Engineering.

The successful candidate will play a crucial role in managing the commercial and cost aspects of projects, ensuring they are delivered on time, within budget, and in full compliance with NEC contract principles.

Key Responsibilities & Duties

The successful applicant will be responsible for:

  • Promoting and contributing to a safe working environment.

  • Building and maintaining strong relationships with clients, subcontractors, and stakeholders.

  • Administering NEC contracts expertly, ensuring compliance with all contractual terms.

  • Preparing subcontract documentation, including negotiation of scope, terms, pricing, and programme.

  • Managing subcontract work packages, including interim assessments, payment processes, and change control.

  • Issuing commercial notices (e.g. EWNs, CENs, CEQs) to clients and subcontractors in line with contractual requirements.

  • Managing project changes in a timely manner, including preparing Compensation Event Quotations.

  • Handling claims and disputes efficiently, minimising financial risk.

  • Preparing, submitting, and agreeing monthly applications for payment with clients.

  • Liaising with operational and engineering teams to ensure robust site records.

  • Producing monthly commercial reports, CVRs (Cost Value Reconciliations), and cash flow forecasts.

  • Maintaining a comprehensive Cost Plan, including forecasting and tracking subcontractor liabilities.

  • Supporting Project Managers in identifying and mitigating cost and value risks.

  • Attending client and subcontractor meetings, including progress and risk reduction discussions.

  • Assisting with initial budget preparation and ongoing budget management throughout the project lifecycle.

  • Preparing valuations and claims in line with client payment terms.

  • Scheduling labour resources in coordination with Project Managers.

  • Supporting final account documentation and project close-out reviews.

  • Using company IT systems efficiently for document control and stakeholder communication.

  • Attending meetings as required.

Person Specification

Qualifications & Experience

Essential:

  • Minimum 2:1 BSc (Hons) Degree in Quantity Surveying or a relevant discipline

  • Strong understanding of NEC contracts and construction law

  • 3+ years’ experience in commercial management and subcontract procurement

  • Demonstrated experience chairing meetings, measurement processes, and accrual calculations

  • Proficiency in monthly commercial reporting and earned value analysis

  • Solid estimation and cost analysis skills

  • Excellent written and verbal communication skills

  • High numerical and IT literacy (Microsoft Office proficient)

  • Strong organisational and time management capabilities

  • Ability to work both independently and collaboratively, with delegation where necessary

Desirable:

  • Master’s degree in Quantity Surveying / Commercial Management or similar postgraduate qualification

  • 2+ years’ experience in energy sector projects (substations or OHL)

  • RICS or CICES Chartered Member status

  • Previous experience in the construction industry

  • HV electrical or civil contractor experience

  • Valid CSCS card
