Status: Rotational offshore (35 days on /35 days off)

MISSIONS/SERVICE DIMENSIONS
The site representative shall be the B58 GranMorgu Project representative on installation vessel:
The HSE Supervisor is responsible, within the SW Project team and under the RSES-D / Company Site Representative Supervision, for following-up, monitoring and supervising HSSE activities carried out by Contractor and Subcontractor(s) onboard the vessel, ensuring that HSSE contractual and technical requirements are duly applied by Contractor and Subcontractor(s).
· To apply TOTALENERGIES HSE Standards and safety culture onboard the installation vessel
· To ensure that all approved procedures are implemented during the offshore operation or use Management of Change process for any modifications
· To supervise all offshore operation onboard the installation vessel (J-Lay / S-Lay / PLSV / MSV)
· To act as TOTALENERGIES focal point onboard the vessel with the TOTALENERGIES site representative (FPSO RSES)
· To act as TOTALENERGIES focal point onboard the vessel in case of emergency (Reference to the HSE Bridging document between TEPSR and Installation Contractor
· To provide daily report to the SURF Installation Manager & his Deputy.
H3SEQ
· The Service holder is also accountable for demonstrating an exemplary behavior regarding H3SEQ rules and requirements and for ensuring that H3SEQ requirements are duly implemented within her/his area of responsibility.
· Maintain awareness of and ensure compliance with all relevant Statutory and Company H3SEQ standards
· The Service Holder will have to contribute to H3SEQ permanent performance improvement and will have to participate actively in an ambitious H3SEQ culture deployment.
· Actively participate in Company safety awareness and initiative schemes.
The activities take place in the context of a major development project ($11 billion budget in Project phase 1 in Suriname, with no Offshore O&G development so far, in an Affiliate recently created, which add some complexities to the job. Logistic and onshore base in Suriname are to be developed.
Project is promoting a model with limited organization & support.
The Suriname GranMorgu Project is developed with the objectives to minimize CAPEX, shorten schedule to First Oil, while maintaining the technical quality of the installations, with high H3SE requirements and focus.
ACTIVITIES
Service holder will:
· adopt and to demonstrate an exemplary behavior with regard to Company Ethics and “Code of Conduct” policy and HSSE rules and regulations.
· ensure promotion and implementation by the Construction team of the Company Ethics and “Code of Conduct” policy.
· keep informed of Company Referential (CR, GS, and GM), international standards related to his area of responsibility, taking knowledge from them for application to the Project.
· liaise actively with Operation Safety Leader in order to be kept informed of changes related to HSSE matters impacting his area of responsibility.
· develop, as required, HSSE specific instructions at Construction Yard.
· participate to the review of Contractor and Subcontractor(s) Project Site HSSE documentation applicable in the perimeter of the Construction Yard (Project Site HSSE plan, HIRA...) and verify their implementation by Contractor and Subcontractor(s).
· ensure promotion and implementation by Construction team of the Project HSSE plan and procedures.
· verify that the Contractor and Subcontractor(s) enforce their contractual commitments, implement properly their HSSE plans, and perform safely their activities as per Company specifications, design and codes.
As such, She/He shall:
· Participating in KOM with Contractor/Subcontractors,
· Perform routine and random HSSE inspections on a daily basis in order to monitor Contractor/Subcontractors HSSE performance at Construction Yard and ensure the follow up of corrective actions,
· Report immediately to Company Site Representative any anomaly, violation & unsafe practice,
· Interface with relevant Construction team and Contractor’s HSSE site authority on HSSE issues,
· Attend and participate in daily meetings and Tool Box Talks,
· Participate in the regular HSSE Committee meetings & Safety Tours,
· Participate to HSSE specific audits or visits,
· Provide regular HSSE inspection & activity reports,
· Implement in close liaison with the Operation Safety Leader appropriate corrective actions,
· Participate in the implementation of Safety Campaigns and Safety Initiatives,
· Coordinate as much as necessary with the Operation Safety Leader so that at any moment the whole Company HSSE supervision is consistent.
· ensure the follow-up of tracking of anomalies, incidents, accidents performed by the Contractor/Subcontractors and maintain required HSSE indicators (KPI's) for the project activities,
· provide HSSE advises to the Construction team,
· participate in the analysis / solving of HSSE issues and problems encountered by Construction team,
· implement HSSE methods for the supervision of the day-to-day activities,
· enforce decisions/directions taken at Management level, as directed by Operation Safety Leader
· liaise with the Operation Safety Leader with regards to HSSE areas of concerns, problems encountered in the implementation of HSSE both by Construction team and Contractor/Subcontractors.
· verify that proper accident and incident investigations are carried out (with root cause analysis when required) and recommendations are duly implemented,
· ensure confidentiality of all the documentation issued under his area of responsibility.
· Promote onboard the vessel TotalEnergies HSE culture and policies and follow up implementation of the relevant (TotalEnergies, local and other) HSE rules and regulations,
· Onboard, the HSE Superintendent reports to the Company Offshore Representative, and follows his instructions
· Record Synergy cases and follow up implementation of actions with Project HSE lead
· Issue HSE part of DDR (statistics, highlights) and manage HSE statistics
· Prepare weekly reports and consolidate monthly statistics, to be validated by Project HSE lead
· Propose and promote any HSE improvement in collaboration with Project HSE lead, HSE supervisor, Company Man RSES-D and SAIPEM Offshore Manager
· Validate HSE initiatives, programs and slides with the Company Offshore Representative
· Work in collaboration with HSE supervisor onboard
· Participating in the daily Meeting
· Participate in work related meetings like: HIRA, KOM, pre-job meetings, shift meetings, PTW meetings, etc.
· Be at 100% of vessel’s inductions and present the TotalEnergies’s messages.
· Ensure anomaly card recording and action closure
· Follow up implementation of the CPY HSE related campaigns/programs on board the vessel. Implement the Golden Rules:
Ø GR of the month to be agreed with Company Offshore Representative
Ø Posters to be displayed + short presentation to be conducted during HSE weekly meeting
· Participate to the Weekly Safety Meeting and present few relevant slides for Totalenergies
· Perform regular audits of HSE related documentation onboard the vessel like PTW and other
· Witness working operations, perform regular HSE inspections of the various areas’ onboard vessel, participate in the hygiene and OMT inspections
· Work in close collaboration with Saipem HSE onboard.
CONTEXT & ENVIRONMENT
The activity takes place in the context of the execution phase of a major project in Suriname. The Suriname GranMorgu is a multidisciplinary team that coordinates the project managed by TotalEnergies on the Deep and Shallow Water discoveries of offshore Suriname Block 58.
The technical challenges the Project will face are the reservoir development and management, FPSO, and subsea production/injection system.
The Suriname Team will develop the Project with the objectives of maximizing economic results by optimizing the reserves, and the schedule, reducing the costs and the Greenhouse Gas (GHG) emission, while maintaining the technical quality of the installations, with high H3SE requirements and focus.
QUALIFICATIONS & EXPERIENCE REQUIRED
· Engineer/Offshore Supervisor with minimum 15 years experience in the oil and gas industry especially in SURF
· Knowledge of TOTALENERGIES CR, GS.
· Knowledge of Surinamese offshore regulations for marine, environment & NR.
· Deep knowledge of SIMOPS and HSE rules.
· Experience in a major EPCI Project
· Able to identify, analyse and solve problems (HSE, technical, procurement, transportation, storage and preservation, engineering, construction, quality control, schedule, costs…)
· Construction background
· Strong communication skills
· Able to work as part of a team and able to accept strong responsibilities
· Willing to contribute and adhere to the Safety and Environment requirements of the Project
· Experienced with proper technical level of understanding of all the disciplines involved,
· Organizational skills and positive attitude but able to raise and defend her/his positions in accordance with the Contract requirements
· Knowledge of following offshore operations:
Ø Risers Pull in Pull out
Ø Flexible lay
Ø Rigids pipelay
Ø Risers’ construction including lazy wave and SHR
Ø Structures installation
· Working experience on Rigid lay vessel, PLSV, OSR.
