Estimation & Presales Engineer (Saudi National ONLY)

The Estimation & Presales Engineer is responsible for preparing, coordinating, and submitting complete technical and commercial bids for security and communication projects in accordance with client specifications and company strategy. This role requires strong analytical, costing, and coordination skills to ensure timely submission of competitive, compliant, and high-quality proposals for projects governed by HCIS, Aramco, SEC, and Royal Commission standards.
Key Responsibilities:
1. Tender Review & Analysis
- Review RFP/RFQ/tender documents in detail, identifying scope of work, client requirements, and risk factors.
 
- Analyze drawings, specifications, and BOQs to determine the full scope and boundaries of the offer.
 
- Raise technical and commercial clarifications with clients or consultants as needed.
 
2. Cost Estimation & BOQ Preparation
- Prepare accurate cost estimates for materials, equipment, labor, logistics, and subcontracted works.
 
- Develop detailed BOQs, pricing sheets, and cost summaries.
 
- Coordinate with procurement for vendor quotations and maintain updated cost databases for key suppliers (e.g., Axis, Lenel, Genetec, CIAS, Cisco, etc.).
 
- Include contingency, overhead, and margin analysis in final cost models.
 
3. Proposal & Submission Preparation
- Prepare technical and commercial proposals, ensuring alignment with tender instructions and compliance matrices.
 
- Compile all required documentation (company profile, project references, certificates, compliance forms, delivery schedules, etc.).
 
- Ensure that HCIS and client specifications (Aramco, SEC, RC, etc.) are properly addressed in the proposal.
 
- Format and structure the submission according to company branding and quality standards.
 
4. Coordination & Internal Interfaces
- Work closely with the Sales, Engineering, and Procurement teams to develop optimized solutions.
 
- Coordinate with management for pricing strategies, margin targets, and risk assessment.
 
- Follow up on bid status and participate in post-tender clarifications, negotiations, and value engineering.
 
5. Documentation & Records
- Maintain a structured database of submitted tenders, awarded projects, and pricing records.
 
- Track tender progress using Excel-based dashboards or ERP systems.
 
- Support management reporting and forecasting activities.
 
Qualifications & Experience:
- Bachelor’s Degree in Electrical / Electronics / Communication / Industrial/ Computer Engineering or equivalent.
 
- 3–6 years of experience in estimation, tendering, or proposals for security, ELV, or communication systems.
 
- Strong knowledge of CCTV, Access Control, IDS, PIDS, Public Address, and Structured Cabling systems.
 
- Familiarity with HCIS, Aramco, SEC, and RC standards.
 
- Proficient in Excel (advanced formulas, cost modeling), AutoCAD, and MS Office.
 
- Experience in ERP / CRM / tender management tools is an advantage.
 
- Excellent communication skills and attention to detail.
