Status: Rotational offshore, 5 weeks on/ 5 weeks off

MISSIONS/SERVICE DIMENSIONS

The client seeks technical assistance services for a Responsible for Safety and Environment on Site - Delegate (RSES-D) to act as the project representative onboard offshore installation vessels. The role ensures that HSE standards, approved procedures, offshore operation requirements and emergency response arrangements are properly implemented during SURF installation activities.

KEY RESPONSIBILITIES

• Apply and promote HSE standards and safety culture onboard the installation vessel, leading by example during all offshore operations

• Ensure that approved offshore procedures are implemented and that any deviation or modification is managed through the appropriate Management of Change process

• Supervise offshore installation activities onboard construction and installation vessels, including J-Lay, S-Lay, PLSV and MSV operations

• Act as the Company focal point onboard the vessel in coordination with the site representative and relevant offshore stakeholders

• Act as the Company focal point onboard the vessel in case of emergency, in line with the applicable bridging documents and emergency response plans

• Provide daily reporting to the SURF Installation Manager and Deputy, highlighting progress, concerns, deviations and proposed solutions

• Review, comment and validate daily progress reports issued by the installation vessel management team

• Coordinate safe execution of COMOPS/SIMOPS activities and ensure good communication and handover between shifts

• Monitor daily offshore activities against the agreed schedule and report any deviation requiring onshore consideration or approval

ACTIVITIES

Offshore Operations Supervision:

• Follow up offshore installation activities including supply/barge activities, transfer of equipment, deck operations, MCV connection and testing, subsea umbilical and flexible line laying, lifting operations, load-out, subsea ROV works, pre-commissioning and testing

Certificates / Readiness:

• Participate in the preparation of offshore procedures, incorporating feedback from previous operations where relevant

• Sign Ready for Installation, Ready for Recovery, Ready for Load-out or equivalent certificates when the preparation level is satisfactory

Reporting / Coordination:

• Ensure adequate and timely reporting to the SURF Installation Manager through daily reports and calls, including offshore progress, concerns and proposed actions

• Communicate in accordance with project procedures, especially during co-activities and SIMOPS operations

• Review and report non-conformances to the SURF manager and follow up related corrective and preventive actions

• Ensure that traceability tables and subsea equipment inventories are properly maintained onboard

• Coordinate HIRA level 2 with the vessel offshore team prior to the start of operations

Technical Assistance / Interfaces:

• Identify and communicate any need for additional contractor or supplier technical assistance, including SPS, umbilical or flexible manufacturers

Offshore Readiness:

• Ensure that relevant checklists and certificates are ready and, where applicable, signed by the Company representative and MWS in due time

• Anticipate offshore issues, optimize execution, propose solutions and contribute to safe and efficient installation campaign delivery

• Ensure proper handover and continuity between shifts and offshore teams

HSE Responsibilities

• Demonstrate exemplary behavior with regard to H3SEQ rules, Company standards and project requirements

• Maintain awareness of and ensure compliance with all relevant statutory and Company H3SEQ standards

• Contribute actively to H3SEQ performance improvement and to the deployment of an ambitious H3SEQ culture onboard

• Actively participate in safety awareness initiatives and promote safe working practices within the offshore team

• Ensure that activities are conducted safely, ethically and in compliance with applicable procedures and project expectations

• Adopt and promote Company Code of Conduct principles, HSE rules and anti-corruption requirements

QUALIFICATIONS & EXPERIENCE REQUIRED

• Engineer or Offshore Supervisor with minimum 15 years’ experience in the oil and gas industry, especially in SURF activities

• Experience in major EPCI projects and offshore construction/installation campaigns

• Strong knowledge of SIMOPS, HSE rules and offshore safety requirements

• Knowledge of Company CR/GS requirements and Surinamese offshore regulations for marine, environment and natural resources

• Construction background with strong understanding of offshore disciplines and interfaces

• Ability to identify, analyze and solve HSE, technical, procurement, transport, preservation, construction, quality, schedule and cost-related issues

• Strong communication skills and ability to work as part of a multidisciplinary offshore team

• Ability to assume strong responsibilities, raise concerns and defend positions in line with contract and project requirements

• Positive attitude, strong organizational skills and willingness to adhere to project safety and environmental requirements
